An SDK version-1 capability can now truthfully remain proposed before product implementation exists: entrypoints, code and tests may be explicitly empty arrays. Every array remains required; specification/documentation evidence stays nonempty, every supplied path retains the existing file/containment/ownership checks, and all other statuses retain full implementation evidence.

The filesystem validator, immutable reader, new-capability parser and read-only doctor share one cardinality policy. Generated evidence maps identify absent proposed implementation explicitly. The standard and guides document the existing Action-owned documentation bootstrap, normal feature gate and reviewed transition to real evidence. Catalog acceptance preserves Draft/readiness blockers, metadata and status. The three-file standalone SDK commands in the guide execute in an owned package-free fixture.

Evidence and validation:

• The nineteen reference files from the issue’s immutable consumer snapshot match their GitHub Git blob SHA. The unchanged SDK from develop reports 33 absent-evidence errors; the corrected SDK reports zero against the same byte-identical snapshot. All eleven capabilities retain proposed/Draft/absent-implementation/changes-disallowed facts. No consumer repository was modified and no application or live feature-gate readiness is claimed.
• 59 additional cases cover status/cardinality, missing/null/unsafe/linked evidence, mixed catalogs, actual source/test transition, generator/validator failures, rendered examples, doctor and real Git update/companion/new publication. The meaningful initial regressions fail against the previous behavior.
• Previously unmeasured CJS validator and path policy now participate in mandatory root coverage. New budgets require pure path/compatibility modules at 100% and changed validator/gate/doctor modules at 95/90; every prior threshold remains.

Complete root coverage: 794 suites and 14,793 passed tests, with 35 existing platform skips. Every old and new module budget passes. Path/compatibility/doctor modules reach 100% all metrics; CJS validator reaches 100% lines/functions, 97.70% statements and 94.73% branches.

Extension coverage: 267 tests, 100% all metrics. Build, types, lint, web checks, 88-file package validation and CLI/API/web smoke, extension reproducible builds, documentation/workflow/specification validators and AST graph update pass.

Fresh exact-head CI, Linux/macOS/Windows, Codecov diff audit and complete review gate the develop merge.
