CI has been red on main since July: 1 error and 2 failures #17

The test job on main has been failing since the community health files merge on 2026-07-26, with the same three results every run, most recently confirmed against framework 2.0:

Tests: 33, Assertions: 105, Errors: 1, Failures: 2.

• xdebug_get_headers() only exists with xdebug loaded. The workflow installs no xdebug, so the test needs a function_exists skip or the extension has to be added to the CI matrix
• The two HelpersTest failures look like state leaking between tests: the expected base URL is http://localhost:8080/ but a https://foo.com/ base set by an earlier test is still in effect. Worth checking whether the Request or Router service is reset between tests

The lint job is also red, with 5 files php-cs-fixer wants to change, mostly \PHP_SAPI / \PHP_URL_PATH global constant prefixes and a missing final newline in public/index.php.

Filed while merging #16, the framework ^2.0 bump. That PR reproduces exactly these three results and no others, so the upgrade did not cause them and did not add to them.
