Fixing Integration Tests #739

Using major and minor for stability and security updates to Docker images

• Tomcat 8.5 JRE 11 (issue with Java 11 resolved)
• MariaDB 10.6 (supported July 2026)
• MongoDB 4.4 (supported Feb 2024)

This is essentially done — superseded by later merged work, and in places dev has moved past what this PR proposed:

• Tomcat / JDK: dev is now on 9.0-jre17-temurin with JDK 17 (Upgrade from JDK 8 to JDK 17 (LTS) #802, build: upgrade from JDK 8 to JDK 17 (#802) #847) — newer than the 8.5-jre11 proposed here, so merging this would now be a downgrade.
• MySQL → MariaDB: Switching from MySQL to MariaDb #734.
• Integration tests & CI: reworked far more extensively in fix: CI pipeline, test infrastructure, and code quality improvements #801, plus follow-up CI modernization in ci: pin all GitHub Actions to commit SHA and upgrade to latest releases #844, ci: Build and Test runs twice (push + pull_request) for PR branches #850, ci: add workflow_dispatch to Build and Test #854.
• Dependency bumps (Spring, Mockito, JUnit, etc.): carried further via Dependabot since.
• The only remaining delta is MongoDB 4.1.13 → 4.4
