Describe the enhancement you want to request

Add a unified V2 file watching service for config, agent files, and related hot reload needs.

Context from the V2 beta discussion:

Config hot reload needs file watching.
Agent files and other plugin/config-adjacent files likely need similar reload behavior.
This should be a shared efficient interface/service rather than one-off watchers per feature.

Expected scope:

Define a shared file watcher service API.
Support config hot reload.
Support agent/command/plugin file hot reload where appropriate.
Coalesce/debounce events and avoid redundant reload work.
Handle watcher lifecycle per location/workspace cleanly.
Add tests or smoke coverage for reload behavior.

refactor(core): bridge plugin runtime in app builder #34805 changes plugin runtime/app-builder wiring and may affect hot reload/plugin reload mechanics.

Keep this issue open for the unified watcher/hot-reload service until skill/plugin hot reload work is linked by PR.

Audit: recent watcher/reload-adjacent work includes PR #35956 plus direct commits 4a006b1 and 86e3828, but no unified file watching/hot reload service appears complete. Keeping open; #36173 tracks the immediate ecosystem-dir watch regression.

V2 has a config file watcher. It watches the global and project config directories, config files, Claude-compatible files and agent files, and reloads the config when they change.

Added in #46925.
