task(cluster): define the golden firmware/settings baseline #1100
From task 2.1's matrix, define the golden baseline: target BIOS/BMC versions and every setting value the core machines must share (boot order, virtualization, power recovery, fan, remote access). Where vendors diverge (Dell), define the closest equivalent and record the exception explicitly.
Acceptance: baseline document committed; every setting has a value or a named exception.
Verdict — CONFIRMED, not yet actionable: The work is real and undone. Verified on main 39e8410 (2026-10-29T01:57Z): no golden firmware/settings baseline document exists anywhere in the repo (code search for "golden baseline"/"golden" finds only unrelated test-vector uses), and the project home planning/roadmaps/basement-cluster.md still lists the parent firmware/BIOS/BMC audit (epic(cluster): firmware / BIOS / BMC audit & standardization #1081) as merely "planned".

state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 20 (priority/none). Issue carries status/blocked; the covering triage must re-derive and name the current blocker. If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.

Fresh issue state: #1100 is OPEN; it has status/blocked and no hard-stop labels. Its prior triage found the baseline is real but depends on the BIOS/BMC/settings matrix in #1099, and added a native blocked-by edge. No task-specific open/merged PR surfaced in the fresh search.
next: revalidate #1099 and the roadmap on current main; then record whether the blocker still holds.
Verdict: #1100 is real and not yet complete, but correctly blocked on prerequisite #1099. Fresh checks show #1099 remains OPEN and status/blocked; its latest note confirms the BIOS/BMC/settings capture requires Drew's physical basement/KVM session. GitHub confirms #1100 is blocked by #1099, and current main still lists the firmware/BIOS/BMC audit as planned. Do not enqueue another implementation packet until #1099 closes with the matrix; existing blocked-by edge is sufficient. No branch, worktree, or follow-up created.
labels: removed this task's queue/claimed, status/in-progress, and work/assigned labels; kept status/blocked as the issue's accurate state. Backlog/sweep bookkeeping deferred to fleet reconciliation.

planning/roadmaps/basement-cluster.mdstill lists the parent firmware/BIOS/BMC audit (epic(cluster): firmware / BIOS / BMC audit & standardization #1081) as merely "planned".status/blocked+user/escalated(it needs the physical machines/KVM data only Drew can supply). No native blocked-by edge exists on task(cluster): define the golden firmware/settings baseline #1100 yet (checked the dependencies API — empty). Until task(cluster): collect current BIOS/BMC versions and settings - core machines #1099 lands, any baseline document would have to invent target versions and setting values, so I am deliberately NOT enqueueing a small_fix packet for it.status/blockedto mirror the real state, matching task(cluster): collect current BIOS/BMC versions and settings - core machines #1099.planning/roadmaps/basement-cluster.md10 remaining items
