Engage an electrician (quotes + schedule)

Parent epic: #1083 (basement cluster program). Project home: planning/roadmaps/basement-cluster.md.

Using the task 3.1 brief: collect quotes from electricians serving Osseo WI, pick one with Drew, and schedule the work. Drew owns the vendor relationship and payment; Muse prepares comparisons and tracks scheduling (tracked goal: basement electrician, goal_55d3136785c6).

Acceptance: electrician chosen and a work date set, recorded here and on the electrician goal.
