Part of epic #1047. Design: hub-v2-v3-design-2026-10-26.md §2 (in the usage-billing-hub goal files). These are the two §2.2 services from the original hub design that got no issue in the first filing pass.
Modal — Starter plan, $30/mo compute credits (Drew confirmed 2026-10-22), % used UNKNOWN. No verified API meter: add Modal to the console-reads pattern at MONTHLY grain (dashboard read of credits used) until a meter route verifies; card shows measured-at + source.
Bitwarden Secrets Manager — plan UNKNOWN in the tracker. bws CLI count-only read (secrets + projects count; names/values never enter the hub), weekly cadence. Also record the actual SM plan name/price into the tracker (overlaps chore(usage-hub): close master-tracker open checks (ChatGPT tier, Go exact %, Claude reset, Wispr, Bitwarden, Muse plan) #1055 item 4 — coordinate, close whichever lands second as duplicate work done).
Acceptance: both services render dated, sourced values on /quota; snapshot records flow.
Verdict — CONFIRMED at HEAD: both services are shells in the hub, exactly as filed. In pm-stack/aggregator/src/saas-extract.ts: the Modal spec (line ~558) renders only the $30/mo compute-credit limit — its metric note reads "No run hours or credit balance recorded — manual dashboard read (§2.2)" and its shell note says "usage unknown". The Bitwarden Secrets Manager spec (line ~580) has metrics: () => [] and shell note "No count recorded yet; plan/price unknown." And there is no collector wiring at all: quota-gather-map.ts, snapshots.ts, and snapshot-records.ts contain zero matches for Modal or Bitwarden, so no snapshot records flow for either service.
Routing: scoped implementation packet enqueued as queue task 3000 (kind small_fix, dedupe repo-health:v1:fix:developing-today/code:issue:1111): Modal monthly console read of credits used (dated + sourced, per the issue's console-reads pattern), Bitwarden bws count-only read (secrets + projects counts; names/values never enter the hub) + SM plan name/price into the tracker, extractor/gather wiring following the sibling-service pattern, with the chore(usage-hub): close master-tracker open checks (ChatGPT tier, Go exact %, Claude reset, Wispr, Bitwarden, Muse plan) #1055 item-4 overlap explicitly coordinated (that issue is parked; whichever lands second closes the overlap as duplicate work done).

note: Triage task 6655 claimed by lane L and handed off to the opencode claimant, which launches the bound session to triage this issue and route follow-up packets.
Triage (2026-11-03, queue task 6655): PARTIALLY DONE; remaining slice is blocked on owner-only Bitwarden vault access.
The collector implementation is no longer missing: PR #2987 is merged (bf3e5edaf). HEAD has the Modal monthly used-credits extractor and Bitwarden count-only extractor (pm-stack/aggregator/src/saas-extract.ts); generic snapshot conversion in snapshot-records.ts records dated service metrics. The merged PR's targeted usage tests passed (31/31).
Dated source reads already exist in quota-view (per the 2026-10-31 note here): Modal Starter, Oct 2026, $0.00 used / $30 monthly grant; Bitwarden bws count-only, 121 secrets / 1 project. Names/values were not read.
Keeping this issue open because the epic #1047 acceptance still requires the live cards (and the tracker overlap). It is blocked, not complete; the implementation no longer needs a separate packet.

Coverage pass 2026-11-03, loop-back review: this issue was re-reviewed (drift / overlap / already-handled / stale / blockers / ordering) so every open issue in the four repos is reviewed and in the system. Verdict: still live; in the system as task 3000 (small_fix, blocked, priority 40) in repo-health-code-pilot. Labels audited and synced. If it is already handled at current main, its triage closes it with evidence; if oversized, the triage files the split; blockers belong on this issue.
