feat(quota-plane): quota-plane status view on /quota — gatherer health + per-provider freshness #1175
/quota gains a quota-plane status view: gatherer last tick + next tick, per-adapter health (ok / stale / expired / unparseable / down with last error), per-provider freshness table (measuredAt, source class, cadence), and exception badges for providers still on fallback. Builds on the self-monitoring signals (#1116) — this issue is the human-facing surface, that one is the alarm path.
Acceptance: from /quota alone, a reader can answer "is the quota data current, and if not, which adapter and why" for every provider.
Acceptance criteria
/quota shows a quota-plane status view: gatherer last tick + next tick, per-adapter health (ok / stale / expired / unparseable / down, with last error), and a per-provider freshness table (measuredAt, source class, cadence).
Exception badges mark providers still on fallback.
From /quota alone, a reader can answer 'is the quota data current, and if not, which adapter and why' for every provider.
Fleet monitor intake enrichment (protocol §5) — 2026-10-28T06:26Z. This issue was filed 2026-10-27 by Drew (dezren39) from the 2026-10-26 live pm-stack review and had no priority/* label and no standard ## Acceptance criteria section; both are now supplied (the body's own Acceptance text is restated under the standard heading, original body preserved verbatim above it).
Next: inspect design and current /quota data flow, then implement the scoped truthful status view and targeted tests; park with a resumable brief if the run budget approaches.
Verification: 116 targeted tests passed. Full aggregator suite had 934 pass and 1 unrelated slice3 registry-source failure. Typecheck remains blocked by existing missing @types/web-push and test diagnostics. gh pr checks reports CodeRabbit skipping and no CI checks.
Note: generic upstream provider errors remain unknown unless a structured adapter status is present; error strings are not parsed. PR body records remaining review/CI caveats.

state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 40 (priority/normal). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.

Draft PR feat(quota): add quota-plane status view (#1175) #4006 is OPEN (branch queue/4895-1175-quota-status-view, last updated 2026-11-02T01:50Z, opened under task 4895, which completed as pr_opened). Per its body it implements the acceptance: gatherer last/expected tick, per-adapter health with last error, per-provider freshness (measuredAt, source class, cadence), and fallback exception display — with unknown staying unknown rather than healthy. Targeted tests reported on the PR: 116 passed across the quota suites; one unrelated full-suite failure (slice3.test.ts, missing claude-code registry record) and a pre-existing typecheck block (@types/web-push) are recorded there.
Disposition: no follow-up packet enqueued — a second implementation packet would compete with PR #4006, which already owns this work. Issue #1175 stays open until PR #4006 leaves draft, is reviewed (including any Codex findings), and merges; that PR lifecycle is the only remaining path to closing this issue.
