Work
Add the pool & routing intelligence epic to the PM structure:
planning/roadmaps/repo-and-ci.md: a Now/Next row for the epic
(lanes everywhere + dispatcher/babysitter live now; steward,
meta-reviewer, and pool intelligence as the oversight stack).- Root
ROADMAP.mdfocus line updated to name it alongside the
queue-reliability and OpenChamber programs. - Merge by the repo rule (merge commit, own branch/worktree).
Acceptance criteria
- PR merged; the aggregator's program view shows the new epic
with its children after its next refresh.
