Fleet roles: Make / Do / Tend — Tend owns the micro (keep everything moving) and the macro (alignment with projects, roadmaps, priorities) #2131
Consolidate the fleet's scheduled jobs into three roles (Drew's sketch, approved 2026-10-29; drafted as Batch 3 in the token program after check-in #5 measured 6.1B input/day and rising):
Make — creates and triages work: new-issue-creator lanes, repo-design-architect pair, issue-sweep converted to a triage feeder (see the sweep-endgame issue).
Do — turns queue into PRs: the merged session conductor (dispatcher + babysitter), queue lanes in supervision mode, agent-queue-worker, git-hygiene-sweep, action-outbox-processor.
Tend — keeps everything moving and aligned: pr-diff-review pair, stale-pr-warden, fleet-watchdog, repo-fleet-monitor (slimmed), the pool steward family, stewardship-cycle, program-tending, and the folded residue of orchestration-pass.
Tend's dual mandate (Drew, verbatim intent):
MICRO: fixing and keeping everything moving — reviews, merges, stale rescue, divergence repair, quota/config care.
MACRO: regularly look back at the work completed recently and the work queued up next, and check that it aligns with the projects, roadmaps, and priorities that have been discussed, planned, and prioritized. When it drifts, file the realignment work yourself; do not just report it.
Acceptance: every live fleet job is mapped to exactly one role (record the map on this issue); Tend's macro look-back runs on a stated cadence with its last run linked; per-role cost per item is measurable in the daily token check-in. Children: the conductor, lane-reduction, monitor-slimming, steward-snapshot, orchestration-fold, Slack-collector, sweep-endgame, MEMORY-gate, and shift-batching issues filed alongside this one (linked from fleet epic #2055).
TOP PRIORITY (Drew, 2026-10-29 01:23 CDT): Batch 3 fleet consolidation — pick this up in the next runs, ahead of routine work. Being enqueued to repo-health-code-pilot at top priority now.
Premise check (live cron list, 2026-10-29 06:40Z): the fleet has no explicit role split today, and it is larger than the sketch assumed — 40 live jobs belong to the repo fleet (owner keep-the-four-repos-healthy, plus three named cross-owner jobs). Every one is mapped to exactly one role below. Personal/reminder jobs, other goals' jobs, and system jobs are out of scope per this issue's own scope limits. Disabled jobs are listed separately at the end — they hold no role until re-enabled.

Tend macro look-back — decision
Cadence: daily light look-back inside program-tending (daily 09:12 CDT) + weekly deep look-back inside weekly-token-usage-review. Rationale: program-tending already does this work ad hoc — its last successful run (2026-10-28 09:12 CDT, run d05ee364) proposed an epic closure, opened roadmap-coherence PR docs(roadmap): drop landed #241 Now item, slim cost-visibility row to #553 #1690, and ran stalled-PR check-ins. The duty needs naming and a checklist, not a new job.
Method: sample the last 24h of terminal queue tasks + merged PRs and the next queued priorities; compare against epic: fleet expansion & placement program (2026-10-28 directive, LIST 1–5) #2055's children, ROADMAP Now/Next, and open priority/high issues. On drift — completed work with no epic/roadmap home, queued work contradicting stated priorities — Tend files the realignment issue in the same run and links it from its log; a no-drift finding is recorded explicitly.
Implementation is filed as #2152 (role tags in job definitions, per-role token grouping, program-tending look-back duty — body-text changes only; no cadence/rate changes) and enqueued as queue task 3172. The named children (conductor, lane-reduction, monitor-slimming, steward-snapshot, orchestration-fold, Slack-collector, sweep-endgame, MEMORY-gate, shift-batching) proceed independently under epic #2055.

Roster / role-map update: as of 2026-10-30, issue-sweep-rotating is converted from a direct executor to the Make-role triage feeder for developing-today/opencode, developing-today/openchamber, and dezren39/nix (parent decision #2138 CONVERT; implementation #2156). The saved job body was rewritten feeder-only and read back verified: deterministic rotation (opencode → openchamber → nix, following the last sweep.log line), up to 5 items per hourly run, triage evidence notes + repo-task/v1 triage packets enqueued into each repo's pilot queue with dedupe-before-enqueue and queue/queued set in the same pass, clerical-close exception only — it no longer fixes, opens PRs, merges, or self-assigns. Cadence (hourly), timeout (5400s), and volume are unchanged. Please reflect "issue-sweep-rotating = Make feeder (enqueue-only)" wherever the roster/role map is maintained from this issue.

2026-11-04 current-roster recheck
The Make / Do / Tend model still fits, but the Oct 29 census and its 8/15/17 totals are stale. On current main 8de9292, the registry lists 16 active code queue-shift schedules A–P, plus nix A, OpenChamber A/B, and OpenCode A; the OpenChamber project stores contain 16 enabled scheduled tasks (15 queue lanes and the OpenCode claimant/executor; 12 code lanes in the code store). These are Do instances, not new role categories.
Make: repo-specific issue creators, both design architects, and issue-sweep-rotating as the triage/enqueue feeder (triage is explicitly part of Make in this charter).
Do: active queue workers and claimant/executor; direct delivery jobs remain Do. The old OpenChamber conductor, dispatcher, and babysitter are disabled; the OpenChamber scheduled queue lanes are separate and active. The two daily top-issue jobs are OpenCode jobs, not Jules.
Tend: review, monitoring, pool, roadmap, and governance roles; the current registry also includes branch cleanup, coverage audits, main-CI failure trigger, and ID design-session monitoring.
The Jules pilot was never created and no current Jules review schedule is listed. Cross-goal jobs (including agent-queue-worker, stewardship-cycle, and token-review schedules) are not counted as repo-health roles without evidence of that scope. The role-tag/cost/look-back implementation issue #2152 is closed with all three items complete.
Evidence: doc/fleet-schedule-registry.md on main (Muse snapshot last verified Nov 3; OpenChamber store snapshot Nov 3; laptop timers rechecked Nov 4). Muse cron.list and the Jules UI were not queried in this lane, so those portions rely on the registry snapshot. The live timer comparison found 38 loaded timers versus the registry count/rows; stale oc-sumauto.timer and disabled-timer policy are tracked separately in #5661, queue task 9751.
Disposition: refreshed this issue as the standing role charter; no additional Make/Do/Tend category is needed. Closing #2131 with the roster deltas and source limitation recorded.
