Part of #48070. Give both LayoutTemplatesForSDK and the Windows LayoutTemplatesForMSI staging tree explicit output ownership. Remove obsolete template packages and staged files without deleting outputs owned by another target, while retaining the existing broad installer-layout cleanup until the activation issue lands.
