Filing gate: should-fix S1 of the contract review of PR #31127 (comment 6707646253, card #31113), outside that card's claim. ⛔ Not a claim. Triage sets the grade and the lane.
class: b (the skill contradicts the declared contract) · reach: every agent reading the published objectstack-platform skill.

What is wrong

On main 5f003744, skills/objectstack-platform/SKILL.md ### requires: leads its token table with "Every other service plugin is opt-in". That is false for the tokens in PLATFORM_ALWAYS_ON_CAPABILITIES (packages/spec/src/kernel/platform-capabilities.ts): resolveServedCapabilities adds them to every boot unless --preset minimal. package-registry (row added by PR #31127) is one; the review counted about ten more already in the table. An author reads the lead and lists an always-on token in requires: (harmless) or believes a service is absent unless listed (wrong).

Owed

Mark the always-on tokens in the table (or split the table), reword the lead to say which tokens are always-on and what --preset minimal drops, read from PLATFORM_ALWAYS_ON_CAPABILITIES and resolveServedCapabilities at the time of the fix. No count in prose (#27522). The file is at its token ceiling: pay by same-file deletion or the standing ruling.

Level: '@objectstack/skills': patch, Clause-②: no, Metadata-protocol: none.

File surface: skills/objectstack-platform/SKILL.md (§ ### requires: and same-file deletions that pay its budget); skills/objectstack-platform/evals/*.json (one case); .changeset/*.md; scripts/check-skills-token-ratchet.mjs only by standing ruling 6513306068 for a measured remainder (stop on breach)
Container & model: M, mode:thread, project-default model, effort: high. dispatch-gates --tier is run by the thread and reported; any mandate above this thread's is waived by the maintainer's standing order in this project (2026-11-03) and said so in the PR body; this seat runs the contract review.

Premise: holds on main 8ef4d309 (the lead of ### requires: still says every other service plugin is opt-in); the thread lists the always-on tokens from PLATFORM_ALWAYS_ON_CAPABILITIES and resolveServedCapabilities before editing.
Serial constraints: #31115 item 2 (unclaimed) would register this table as liveness-exhaustive; whichever lands second re-reads the first. The seat runs serially (one card) by the maintainer's word of 2026-11-07.

Changeset '@objectstack/skills': patch. Fixes #31130. Tier read by check-governed-merges at the PR.

    Claim widened (contract review 6709813160 on PR #31181, must-fix M1) · 2026-11-07T16:26Z

File surface added (stop on breach):

    • skills/objectstack-platform/SKILL.md L55-56: one deletion of " (sharing in requires)". After the PR's new requires: lead, sharing is always on, and the ownership-queue boot refusal fires only under --preset minimal. The deletion makes the line true on every preset and is a same-file deletion.
    • skills/objectstack-platform/evals/config-plugins-ops.json case 9: correct the same false claim ("else the boot is refused" on a default-preset prompt), as case 3 was corrected. That makes two corrected cases in this skill's evals instead of one, plus the new case 20.

Nothing else is added. The objectstack-automation skill's job / queue / messaging prerequisite rows, the untaught mcp / pinyin-search host defaults, and the stale package-registry jsdoc stay outside this claim and go to a follow-up card.

ACCEPT → PR #31181 comment 6710127147, head 1fedb7c3. Tier H: pm:awaiting-merge, approval requested from os-zhuang and hotlong. Follow-up: #31184 (objectstack-automation still teaches job / queue / messaging as required, the untaught mcp / pinyin-search host defaults, and the stale package-registry jsdoc).
