Windows Computer Use cannot access native apps: empty app inventory and sky RPC unavailable #43596

Open

Description

@GarryLyons

What version of the Codex App are you using (From “About Codex” dialog)?

Windows Computer Use cannot access native apps: empty app inventory and sky RPC unavailable

What subscription do you have?

ChatGPT Plus

What platform is your computer?

Microsoft Windows NT 10.0.26200.0 x64

What issue are you seeing?

Computer Use can access connected Chrome tabs but cannot discover or control any native Windows applications. The native-app inventory is always empty, so an open Notepad window cannot be read.

Observed diagnostics:

getState() returns apps: [].

Chrome and the Codex in-app browser are returned normally.

getApp and listApps are undefined.

Calling cua.getApp("Notepad") fails with cua.getApp is not a function.

Initialising the documented native backend fails with Trusted RPC service is not configured: sky.

Resetting and reinitialising the Computer Use session does not help.

Notepad is running, visible on the active desktop, not elevated, and not running as administrator.

The Computer Use plugin is installed and its skill is enabled.

The plugin page contains “Skills 1” and “Hooks” but no “MCP servers” section or Computer-use server switch.

The official documentation depicts both a server and a skill switch, which does not match the installed Windows plugin UI.

The local configuration contains [features] js_repl = false; no user-level or system-level requirements.toml was found disabling Computer Use.

The issue persisted across multiple new Codex tasks and after updating the app/plugin. Browser automation remains functional throughout, indicating that the failure is specific to the native Windows provider.

Steps to reproduce the bug

Install and enable the Computer Use plugin in the Windows ChatGPT desktop app.

Enable the Computer Use skill.

Open Settings → Computer Use and enable “Any App.”

Fully quit and restart the ChatGPT desktop app.

Restart Windows.

Open Notepad normally—not as administrator—and leave it visible on the active, unlocked desktop.

Start a new local Codex task.

Ask: @computer Read and transcribe the entire contents of the open Notepad window.

Observe that Computer Use returns an empty native-app inventory and cannot access Notepad.

Repeat in a new task or reset the Computer Use session; the result remains unchanged.

Chrome tabs continue to be listed and accessible.

Additional troubleshooting already attempted:

Selected “Try now.”

Toggled “Any App” off and on.

Updated from an earlier Computer Use plugin build, 26.901.22334, to 26.901.51231.

Tested with GPT-5.6 Terra using High reasoning.

Confirmed Notepad is not elevated.

Confirmed no Notepad-specific permission is available.

Repeated the test across five tasks.

Feedback ID: 01a07da9-462d-7052-9c89-6e2ff6fafb04

What steps can reproduce the bug?

Feedback ID: 01a07da9-462d-7052-9c89-6e2ff6fafb04

What is the expected behavior?

Computer Use should discover the visible Notepad window, request application approval if necessary, and provide access to its contents. Native methods such as getApp and listApps should be available, and the trusted sky native backend should initialise successfully.

If the native server is managed implicitly by the desktop app, it should be registered automatically. Otherwise, the plugin page should expose the server control shown in the official documentation.

    Confirmed with the same symptom set on Windows 10 (10.0.19045), Codex Appx 26.901.6511.0, and Computer Use plugin 26.901.51231: fresh tasks return apps: []; Chrome and the in-app browser remain available; native app access is absent.

    This matches the more detailed surface-selection diagnosis in #43594. A full Codex restart with CUA_REPL_ENABLED_SURFACES=browser,computer supplied to the parent process did not fix the normal task runtime—the managed CUA child still came up browser-only. That makes this look specific to the Codex-managed Windows Computer Use startup path, rather than a general browser connection, Notepad permission, or missing-backend problem.

    Computer Use plugin version: 26.903.61454
    Windows: Windows 11 64-bit (x64)
    Tested apps: Notepad and Aseprite (Steam)
    Same error: Trusted RPC service is not configured: sky

  5. AIR55745 commented on Sep 10, 2026

    @AIR55745

    A working workaround has now been verified on an affected Windows installation with the same symptom set (apps: [], browser surfaces available, native Windows apps unavailable / Trusted RPC service is not configured: sky).

    Temporarily rename the bundled Computer Use skill file so Codex does not load it:

    Rename-Item "$env:USERPROFILE\.codex\skills\computer-use\skill.md" skill.md.bak

    Then start a fresh Codex task. On the affected system, native Windows Computer Use started working normally again after this change.

    This is distinct from setting:

    CUA_REPL_ENABLED_SURFACES=browser,computer

    in the parent environment, which did not fix normal Codex-managed startup in our testing.

    Rollback is simply:

    Rename-Item "$env:USERPROFILE\.codex\skills\computer-use\skill.md.bak" skill.md

    This should be treated only as a temporary workaround, not an upstream fix. Once Codex ships an official fix, the renamed skill should be restored so this workaround does not mask the corrected behavior.

    I also documented the same verified workaround in #43594 since the two issues appear to describe the same Windows Computer Use failure path.

  6. msdocholliday commented on Sep 10, 2026

    @msdocholliday

    I am reproducing this issue on a newer Windows Codex build and have submitted diagnostic logs through the Codex desktop app.

    Environment

    • Windows desktop
    • Codex desktop version: 26.903.8094.0
    • Computer Use plugin: computer-use@openai-bundled
    • Bundled Computer Use version: 26.903.61454
    • Computer Use skill: enabled
    • Settings → Computer use → Any App: enabled
    • ChatGPT Plus

    This affects all native Windows applications I have tried, not one specific application.

    I reproduced it in a brand-new Computer Use task launched through Plugins → Computer Use → Try now.

    Read-only state:

    await cua.getState({ emit: false })

    returned:

    {
      "apps": [],
      "browsers": [
        {
          "id": "1",
          "name": "Codex In-app Browser",
          "type": "iab",
          "tabCount": 0
        }
      ],
      "errors": []
    }

    The @oai/sky package imports successfully, but:

    await sky.list_apps()

    fails with:

    Trusted RPC service is not configured: sky

    CUA_REPL_ENABLED_SURFACES is unset in the inherited host environment. The Computer Use sandbox does not expose process.env, so I could not directly inspect a separate worker-local value. Observed effective behavior exposes the in-app browser but no native Windows app surface.

    Windows Defender Protection History shows no recent actions or blocks, and the Windows proxy configuration is normal.

    Codex in-app Feedback ID:

    01a08c7f-728c-7221-8abc-8917aff9e05c

    This feedback submission includes Codex diagnostic logs.

    The behavior appears consistent with the native Windows sky trusted RPC service not being registered for the Computer Use session. The investigation in #43594 may be relevant.

    I’m happy to provide additional read-only diagnostics if they would help.

    Additional diagnostics on bundled build 26.903.71938:

    • A fresh GPT-6 Astra task still returned apps: [] with only Chrome and the Codex in-app browser available.
    • The active unified-computer-use .mcp.json explicitly contains CUA_REPL_ENABLED_SURFACES: "browser", despite also containing the sky trusted-service mapping and a live native Computer Use pipe.
    • The workaround in issue comment 5618437170 does not restore functionality here. %USERPROFILE%\.codex\skills\computer-use\skill.md is absent, and the bundled cached SKILL.md is already renamed to SKILL.md.bak.
    • I performed a non-persistent isolated A/B test using the same installed runtime with the computer surface enabled. cua.getState() then successfully enumerated native Windows applications and detected the running Notepad window.
    • No persistent configuration or plugin files were changed by this test.

    This confirms that the Windows backend, helper, named pipe, and native application discovery all work. The failure is in the normal Codex-managed startup path, which materializes/launches Computer Use with only the browser surface enabled. This appears to match #43594 and #43498. It also rules out the Astra/model-specific workaround for this installation.

    Confirming the same failure on a newer Windows build after a clean reinstall.

    Environment

    • ChatGPT Plus
    • Windows 11 Home Single Language 25H2, OS Build 26200.9445
    • ChatGPT/Codex Desktop 26.908.4834
    • Region: Peru
    • VPN: none
    • Windows Insider: not enrolled

    Observed behavior

    • Browser Use works (Chrome and Codex in-app browser are available).
    • Native Windows apps are not exposed at all; Calculator and CapCut both fail.
    • Current Calculator response: No pude hacerlo: el control de aplicaciones no detectó ninguna aplicación de Windows y no permite abrir la Calculadora en esta sesión.
    • Earlier session returned: Trusted RPC service is not configured: sky.
    • Plugins → Computer Use shows the Computer Use skill, but no MCP servers → Computer-use section and no separate Computer Use server toggle.
    • MCP service status shows codex_app, codex_apps, cua_repl, and node_repl, but no computer_use / computer-use service.
    • /mcp does not show a connected native Computer Use server.

    Troubleshooting already completed

    • App reset.
    • Clean uninstall → Windows reboot → reinstall latest Desktop app.
    • Computer/application-control permission enabled.
    • Computer Use skill enabled.
    • Calculator isolation test.
    • No requirements.toml or managed_config.toml blocking the feature.
    • codex doctor reports 21 OK / 0 fail; install, auth, network, MCP and sandbox are healthy overall.
    • C:\Users\frazz\.codex\.sandbox\sandbox.log exists but is stale (last modified May 29, 2026) and does not update when reproducing the current Computer Use failure.

    This appears consistent with the Windows native Computer Use surface/server not being registered or initialized for the managed Desktop session, rather than an app-specific permission problem.

  9. frazzeto-hash commented on Sep 11, 2026

    @frazzeto-hash

    Follow-up: I tested the temporary SKILL.md workaround reported in this thread, and it did not restore native Windows Computer Use on my system.

    I located and renamed both current Computer Use skill copies:

    C:\Users\frazz\.codex\plugins\cache\openai-bundled\computer-use\26.908.40834\skills\computer-use\SKILL.md
    C:\Users\frazz\.codex\.tmp\bundled-marketplaces\openai-bundled\plugins\computer-use\skills\computer-use\SKILL.md

    Both were renamed to SKILL.md.bak while ChatGPT Desktop was fully closed. I then relaunched ChatGPT Desktop, started a fresh Codex task, and tested Calculator again via @Computer.

    Result: native Windows app control still failed; Calculator could not be opened or controlled.

    I then restored both files back to SKILL.md, so the installation is back to its original state.

    This suggests the SKILL.md workaround is not universally effective and may depend on a different failure path/build. My environment remains:

    • Windows 11 Home Single Language 25H2, OS Build 26200.9445
    • ChatGPT/Codex Desktop 26.908.4834
    • ChatGPT Plus
    • Region: Peru
    • Browser Use works
    • Native Windows apps unavailable
    • computer-use / computer_use still absent from MCP service status
    • Previous exact error: Trusted RPC service is not configured: sky

  11. al-osokin commented on Sep 11, 2026

    @al-osokin

    I found a working workaround and a likely configuration dependency.

    Environment:

    • Codex app package: 26.908.4834.0
    • Bundled Computer Use plugin: 26.908.40834
    • Codex CLI: 0.154.0-alpha.6.2
    • Windows 10, build 19045

    With Codex fully closed, I changed:

    [features]
    js_repl = true

    After restarting Codex, the Node REPL became available and the initialization required by the bundled Computer Use skill succeeded:

    const { sky } = await import("@oai/sky");

    sky.list_apps() then correctly returned native Windows applications, including Notepad and Deluge.

    Before changing this flag, Computer Use returned apps: [], and attempts through the other CUA runtime produced Trusted RPC service is not configured: sky.

    Repairing/restarting Codex, reinstalling the Computer Use plugin, toggling Any App, and rebooting Windows did not fix the issue or enable js_repl.

    It appears that enabling or installing Computer Use does not ensure that its required Node REPL feature is enabled. The app should either enable this dependency automatically or clearly report that Computer Use cannot initialize while js_repl is disabled.

    Confirming the same issue on a newer Windows build.

    Environment

    • Windows 11 Business 10.0.26300 x64
    • Codex desktop app: 26.908.9136.0
    • Bundled Computer Use plugin: 26.908.70816
    • Computer Use skill enabled
    • Browser control remains functional

    Observed behavior

    • cua.getState() returns apps: []
    • getApp and listApps are not exposed by the runtime
    • Direct native initialization fails with Trusted RPC service is not configured: sky
    • A browser-hosted application is controllable, while native Windows applications are not

    Troubleshooting completed

    • Disabled and re-enabled the plugin
    • Restarted Codex and Windows
    • Tested Codex elevated
    • Reset the Computer Use session
    • Used Windows Repair; AppX event logs confirm the package repair later completed successfully with result 0x0
    • No ChatGPT, Computer Use helper, or Windows Error Reporting crash was recorded

    The Microsoft Store updated Codex from 26.908.4834.0 to 26.908.9136.0 shortly before this reproduction. The issue persists after the successful repair and full restart, so this appears consistent with the managed Windows native surface/RPC registration problem described here rather than an application-specific permission issue.

    恳请各位帮我测试一个东西,先让codex初始化桌面控制,如果还是返回浏览器接口可用,桌面控制接口不可用。
    那就把下面的提示词给它

    当 cua_repl 初始化失败时,不要判定桌面控制不可用,改用持久化 node_repl 执行 const { sky } = await import("@oai/sky"); globalThis.sky = sky;,再通过 sky.list_apps() 初始化并继续桌面控制。

    看看这段提示词有没有用。

  15. Freemlen commented on Sep 18, 2026

    @Freemlen

    @BFTwarrior Tested this on Windows.

    Desktop control failed to initialize with:

    helper_unknown_error: setup refresh had errors

    I then tried the suggested fallback using persistent node_repl:

    const { sky } = await import("@oai/sky"); globalThis.sky = sky;

    I tried it twice, but node_repl itself failed before any JavaScript code could execute. The second attempt returned:

    windows sandbox failed: helper_unknown_error: setup refresh had errors

    So I wasn't able to reach sky.list_apps() and couldn't actually test sky itself.

    In this reproduction, the failure appears to happen at the Windows sandbox/setup layer, before either CUA or the Node REPL can initialize.

  16. Freemlen commented on Sep 19, 2026

    @Freemlen

    Cross-reference from the completed Windows investigation in #43373:

    The native Windows backend itself was independently verified healthy on the same affected machine once sandbox initialization succeeds:

    trusted node_repl
    -> import @oai/sky
    -> sky.list_apps()
    -> native app/window discovery
    -> real Windows interaction

    The broader investigation separated three distinct layers:

    • native backend health;
    • Windows sandbox startup / ACL refresh;
    • managed Computer Use routing/surface selection.

    So apps: [], browser-only CUA, or inability to reach sky should not automatically be interpreted as a dead native backend.

    The full sandbox/AppData RCA, including zero-loss ETW and two synthetic falsification tests, is now documented in #43373.

    Confirmed on Windows after updating the ChatGPT desktop app and fully restarting it.

    • Computer Use returns an empty native-app inventory: apps: []; only the in-app browser is available.
    • The requested smoke test could not begin: Notepad was not opened and проверка was not typed.
    • No error text was returned with the empty inventory.
    • The Computer Use settings UI on this installation exposes only one toggle, which is already enabled. It does not show an Any App control or separate server/skill toggles, so those documented troubleshooting steps cannot be performed here.

    The Windows-side Computer Use helper process is present and running, but the active session still exposes no native Windows applications. This points to registration/routing of the Windows host rather than a missing helper binary or an app-specific permission problem.

    This reproduces the browser-only/native Windows host registration failure described in this issue. Please treat the mismatch between the Windows UI and the documented controls as part of the bug.

    ChatGPT desktop package observed: OpenAI.Codex_26.924.2738.0_x64.

    Follow-up on the suggested native node_repl + @oai/sky route:

    • sky.list_apps() successfully enumerated real native Windows apps, including Notepad. This confirms the native Windows backend and app discovery are available in this session; the earlier cua_repl apps: [] result is browser-only routing, not proof that the Windows backend is absent.
    • The single requested Notepad control test still could not complete. Notepad was opened and its unique window was selected, but state capture failed before focus could be confirmed.
    • Initial capture error: FrameArrived timed out: timed out waiting on channel.
    • The one prescribed recovery attempt refreshed the app/window binding, then failed with: window capture timed out: timed out waiting on channel.
    • Because no frame or focused editable control could be confirmed, проверка was not typed. No settings, plugins, or security configuration were changed, and the test was not repeated.

    This narrows the remaining failure: native discovery works, but the Windows Graphics Capture/frame channel does not deliver a frame for the target window.

  20. gvmalec-boop commented on Sep 27, 2026

    @gvmalec-boop

    Follow-up after additional practical testing on the same Windows installation:

    • The native node_repl + @oai/sky route is usable through accessibility even while Windows Graphics Capture remains unreliable. For Notepad, sky.list_apps() found the app, the unique window was activated, and get_window_state({ include_screenshot: false, include_text: true }) confirmed focus on the text editor. Text entry then succeeded and was verified in the refreshed accessibility state.
    • This confirms that a frame-capture timeout does not necessarily block native control when the accessibility-only state is available.
    • A new app-specific limitation was reproduced in Windows Settings. The Settings window was discovered and activated, but accessibility-only state returned no usable tree/content, while screenshot-backed state again failed with FrameArrived timed out: timed out waiting on channel.
    • Explorer and Notepad returned usable accessibility trees in the same session, so this was not a complete native-route outage.
    • Because the Installed Apps controls in Windows Settings could not be observed, the agent could not safely perform a normal uninstall of the obsolete ChatGPT Classic package. The user had to uninstall it manually. A subsequent native app inventory confirmed that ChatGPT Classic was no longer present.

    Current distinction:

    1. cua_repl returning apps: [] is the browser-only routing problem.
    2. node_repl + @oai/sky can discover and control native apps through accessibility.
    3. Windows Graphics Capture still times out, and some apps such as Windows Settings may expose no usable accessibility state, preventing reliable interaction even though the window itself is discovered.

    No personal data or diagnostic logs are included.

  21. quirklycreative-maker commented on Sep 29, 2026

    @quirklycreative-maker

    I can reproduce the same Windows behavior on the ChatGPT/Codex desktop app:

    • Computer Use is installed and enabled, with Any App enabled.
    • Chrome/browser access works.
    • Native Windows app discovery always returns apps: [].
    • Task Manager and Notepad remain inaccessible even when visible on the active, unlocked desktop.
    • The Computer Use plugin page shows the skill but no MCP-server section.

    Reinstalling the plugin and creating fresh @Computer tasks did not restore native-app access. This appears to be the native Windows provider failing to register, rather than an app-specific permission or Windows Security issue.

    Sometimes it was able to use my apps after much back and forth prompting and opening a new chat and linking the app directly / linking "Computer Use" directly as the first message, other times it seems to flat out refuses to start working on the desktop, saying it can't see the app I want it to use.

    I'm not able to understand why it's struggling to use my desktop... It was able to use Roblox after this back and forth mentioned above, but today it's struggling to use GoldWave which is a pretty basic action.

    I have the chat history I have attached in the sections below to expand. Only on the 3rd chat was it able to start using it, I made no changes to my PC to get it to work other than tried the things it suggested in between chats, eventually it was able to use it. I have no idea why, but now it's refusing to do it again...

    I kinda feel like it's somehow learnt / trained itself to pretend like it can't do it lol...

    When I queried GPT about what was different between now and then, it offered some suggestions. It seems to suggest node_repl worked but it's go-to mcp__cua_repl doesn't work and it's a struggle to figure out what I did differently in between these chats to get it to try the right interface.

    I found the difference. In “Inspect computer-use skill,” the controls that worked were node_repl with @oai/sky: it listed native windows with sky.list_windows() and then controlled the Roblox window. That chat also started with a specific Roblox app window attached.

    Here, I used mcp__cua_repl and cua.getState(), which only exposed browser tabs. When I tried loading @oai/sky there, it failed because that route had no Sky RPC service configured. I used the wrong control surface and treated its empty app list as proof that desktop control wasn’t available.

    The limitation now is that this chat’s tool list doesn’t expose the node_repl route that worked in the other chat.

    I’m seeing the same problem on Windows. Computer Use → Any App is enabled, and the Chrome extension is installed and enabled. Browser access works, but native desktop apps are unavailable; the native API reports “Native computer APIs are disabled” and the app list is empty. I submitted in-app feedback on October 7. Feedback reference: 01a108e2-ccbd-74f2-8ae8-401d0358d03d.

    Update: Windows app version 26.1002.52244 (About lists October 7, 2026); Check for Updates reports up to date. Restarting the PC and testing in a fresh task with my other computer offline produced the same disabled native APIs and empty app list. Chrome extension access remained available. Searching Plugins for “computer use” returns “No plugins found,” despite “Any App” being enabled in Computer Use settings. Native mouse and keyboard control worked on my Mac.

    October 9 update: Installed Windows package is 26.1002.7124.0, with no rollback or reinstall. A Codex task created through ChatGPT local.handoff reported native Calculator clicks 2, +, 2, = and a visual result of 4, which I also saw. It reported using mcp__node_repl__js to load @oai/sky, with sky.launch_app, get_window, activate_window, click and get_window_state. It identified itself as Codex based on GPT-6; the exact variant is unknown.

    Two fresh tasks created through the personal assistant on the same PC—one explicitly gpt-6.1-sol, one with model selection omitted—both lacked node_repl and native Windows controls. The Computer Use skill required that entry point, while the available browser CUA APIs explicitly disabled native controls. Both whoami attempts failed before execution with exec-server rejected request (-32603): helper_unknown_error: setup refresh had errors.

    Omitting model selection did not resolve the discrepancy; the default variant is unknown. Today’s errors did not expose OS error 32. This suggests a difference in task setup or tool exposure to investigate, but does not establish a root cause.
