Codex Completely Unusable Since October 11 — All Models Permanently Fail With Capacity / 429 Errors #54221

Open

Description

@ivanpastushok

What version of the Codex App are you using (From “About Codex” dialog)?

Fresh, any versions since 7 october

What subscription do you have?

ChatGPT Pro

What platform is your computer?

Windows 11, 64-bit (x64)

What issue are you seeing?

Bug Description

Since October 11, 2026, Codex has become completely unusable.

I constantly receive:

  • Selected model is at capacity. Please try a different model.
  • HTTP 429 Too Many Requests

This happens on EVERY model and EVERY reasoning effort level, even when Codex has no active tasks.

My ChatGPT Pro account consistently shows 99–100% usage available, so I am nowhere near my reported usage limits.

Switching models, changing reasoning effort, or retrying does not fix anything.

Expected Behavior

Codex should work reliably when my account has nearly 100% usage available.

Actual Behavior

Codex is effectively unusable across all configurations, despite having full available usage.

Impact

I am paying for ChatGPT Pro but have been unable to use Codex since October 11.

Please investigate why my account is receiving persistent capacity and rate-limit errors despite having 99–100% usage available. This is a critical issue that completely blocks my work.

What steps can reproduce the bug?

Any action \ question in Codex. Even 2 + 2 question
