Issue Description

Issue #694 cannot start because the production Action asks the model to independently repeat case totals and requirement mappings, then rejects disagreements after one bounded repair. The latest observed gate failure is run 40168044978. The underlying defect is tracked in #695 and corrected in PR #696. Production uses the Action checked out from master, so the development merge alone cannot unblock the issue.

Hotfix Solution

Backport only the #695 source, tests and documentation from commit 9e2c15d onto the Action-managed branch rooted at v3.10.4. Derive the budget and reciprocal traceability tables deterministically from one explicit case inventory before the existing strict validators. Preserve the full scope, case identities, path/owner checks, two-attempt ceiling and final size limit. Rebuild compiled artifacts on the production base; do not import unrelated develop changes. Merge the verified fix into hotfix/3.10.5, then use the managed deployment flow to promote, publish and reconcile.

Additional Context

The maintainer explicitly authorized publication of hotfix 3.10.5, including the required merges and release. PR #696 passed core CI, Linux, macOS, Windows and Bugbot review before merging into develop. Evidence: 40 new regression cases, 12,107 local tests passed, 100% focused coverage for both changed runtime modules, package smoke and specification/documentation validation passed. A real pre-branch workspace fixture assembled the complete 96-case #694 specification successfully. After production publication, retry #694 through a fresh supported event, wait for its Action-owned branch, and prepare its specifications PR.
