Pre-branch SDD drafting now derives case budgets and reciprocal requirement links from one explicit inventory before the existing publication checks run. This addresses repeated consistency failures without reducing resolved scope or weakening validation.

What changed

• Generate exact per-area counts, totals, and reciprocal requirement links from the case inventory while preserving its definitions.
• Keep existing publication checks and the shared repair; enforce the character limit on both raw and assembled drafts.
• Add regression coverage and update the SDD, catalog, and drafting documentation.

Validation

• Normal commit hooks: build, lint, and all 715 Jest suites passed (12,107 passed; 35 skipped).
• Focused suites: 166 passed; both changed runtime modules have 100% statement, branch, function, and line coverage.
• Typecheck, specification/catalog validation, documentation validation, generated-bundle check, npm package validation, and package smoke passed.
• A deterministic provider fixture assembled the prepared ✨🧑‍💻 - Specify a cross browser GitHub extension usability features MVP and Action integration #694 SDD and passed the real immutable Git workspace/catalog validator at b76ccec; all 96 cases were retained. This does not establish live model or extension-runtime acceptance.
