Fold orchestration-pass into Tend (stewardship-cycle + program-tending); retire the hourly pass #2136
orchestration-pass (hourly, 43M input per 15h, the largest job body in the fleet at 26KB) has been mostly absorbed: producers create, the dispatcher assigns, lanes self-claim, the fleet monitor reconciles, stewardship-cycle reviews and dispatches, program-tending runs the daily roadmap pass.
Assess what remains uniquely its own — cross-queue priority calls, stuck-work escalation, goal-measurement rollup — and fold that residue into the Tend role: operational residue to stewardship-cycle, macro/alignment residue to program-tending (which owns Tend's look-back: completed + queued work vs projects, roadmaps, priorities). Then retire the hourly orchestration-pass. Done when the residue has named owners, the pass is disabled, and two check-ins show no triage gap.
TOP PRIORITY (Drew, 2026-10-29 01:23 CDT): Batch 3 fleet consolidation — pick this up in the next runs, ahead of routine work. Being enqueued to repo-health-code-pilot at top priority now.
Premise check (live state, 2026-10-29):orchestration-pass is enabled hourly. Its own recent output confirms the absorption claim: the 2026-10-29 runs recorded in sweep.log show 18 needsDrew carried, 15 needsOrchestrator carried, 0 answers / 0 dispatches, plus the project reconcile — i.e. what the hourly pass actually produces today is the residue named in this issue, because producers create, the dispatcher/conductor path assigns, lanes self-claim, the monitor reconciles queues, stewardship-cycle reviews/dispatches, and program-tending runs the daily roadmap pass. No premise corrections needed.
Residue → named Tend owners
Residue duty
Owner
Notes
Cross-queue priority calls
stewardship-cycle (operational Tend)
It already reviews and dispatches hourly; priority arbitration across the four pilot queues joins that duty.
Stuck-work escalation
stewardship-cycle (decision owner)
Detectors unchanged: fleet-watchdog alerts, repo-fleet-monitor's in-progress tracker escalates per protocol §6.3. Stewardship-cycle is the named owner that acts — including carrying the needsDrew / needsOrchestrator lists the pass carries today, so those lists survive retirement verbatim.
Goal-measurement rollup
program-tending (macro Tend)
Joins its daily roadmap/epic pass and the #2131 macro look-back.
Project reconcile (observed in live output; not named in the issue, recorded here so it is not orphaned)
program-tending
Access gate: program-tending's 2026-10-28 run reported the Projects board unreadable (gh token lacks read:project), while orchestration-pass reconciles successfully. The reconcile moves only after program-tending is verified to execute it through a working access path; until then retirement waits.
Retirement plan (gated, reversible)
Amend both receiving job bodies with the duties above; verify the reconcile access gate.
One evidenced run of each receiving job carrying its residue.
Then disable orchestration-pass (disable, never delete — rollback is re-enabling) and update the fleet-watchdog roster in the same pass.
Two following daily token check-ins show no triage gap (carry lists still produced, reconcile still applied, nothing in the map unowned) — reported back here. That is this issue's own "done" test, and it belongs to the implementation, not to a hopeful same-day claim.
Routing
Implementation filed as #2155 (the five-step gated sequence with acceptance criteria) and enqueued as queue task 3175, flagged live-fleet-change. Role note: both receiving jobs are Tend in the #2131 map; orchestration-pass's Tend entry is removed at retirement, not before.
🤖 Agent note · triage finding for step 5 (from #2155 re-triage, queue task 5550, Lane D)
Interim step-5 input for task 4653: the retirement of orchestration-pass (step 4, 2026-10-31) was rolled back by Drew at ~00:44 CDT 2026-11-01 — the pass is enabled, running hourly, and reconciling the Project again, which makes it a second Project writer alongside program-tending (made sole writer in step 2). Task 4653's gap watch should judge that dual-writer state and the rollback, not a post-retirement gap. Full verdict with evidence is on #2155.

Coverage pass 2026-11-03, loop-back review: this issue was re-reviewed (drift / overlap / already-handled / stale / blockers / ordering) so every open issue in the four repos is reviewed and in the system. Verdict: still live; in the system as task 7300 (triage, queued, priority 50) in repo-health-code-pilot. Labels audited and synced. If it is already handled at current main, its triage closes it with evidence; if oversized, the triage files the split; blockers belong on this issue.

verified: #2136 remains OPEN; no linked PR. Prior triage #3166 assigned the residue to stewardship-cycle/program-tending and routed implementation to #2155, but later check-ins recorded a rollback and a triage gap.
next: verify current main and the latest #2155/#4653 follow-up before deciding whether the fold/retirement is now complete or still blocked; no live job changes.

state: still live; the absorption premise is not a completed retirement. Keep #2136 open; no new implementation packet was created because #2155 is the canonical blocked remainder.
Fresh evidence (2026-11-04, current main 12fcad9722a3a52b67cb7d8d9a48ba888c371e83):doc/fleet-schedule-registry.md:144 still lists orchestration-pass as enabled hourly; program-tending and stewardship-cycle are also enabled. The #2155 implementation note says steps 1–4 had completed on Oct 31, but Drew re-enabled the hourly pass on Nov 1 (#2155 comment 6558353504). Its status remains OPEN / status/blocked. The two recorded check-ins (#2155 comment 6581369372) show stewardship carrying the residue, but program-tending's project reconcile remained dry-run/0 writes while orchestration-pass supplied the source and applied reconciliation. Thus the retirement and post-retirement no-gap acceptance are not met; the current dual-writer/access gate remains the blocker.
Route: continue the existing #2155 / step-5 trail and resolve the project access/ownership decision there before any further retirement. #2055 remains the umbrella epic. No live schedules were changed; no source files changed. The task worktree was clean and only used to inspect current main.
