Fold orchestration-pass residue into stewardship-cycle + program-tending, then retire the hourly pass #2155

Open

Description

@dezren39

Implementation follow-on from the #2136 triage (queue task 3166, 2026-10-29). Parent: #2136 (residue-owner map + retirement gates recorded there); fleet epic: #2055; roles: #2131.

Fold orchestration-pass's residue into Tend and retire the hourly pass, in this order — retirement is the LAST step, gated, never first:

  1. Operational residue → stewardship-cycle. Amend its body to own: (a) cross-queue priority calls across the four pilot queues (which queue/task class goes first when lanes contend), and (b) stuck-work escalation decisions (detectors stay where they are: fleet-watchdog alerts, repo-fleet-monitor's in-progress tracker escalates per protocol §6.3 — stewardship-cycle is the named decision/dispatch owner that acts on them, including carrying the needsDrew / needsOrchestrator lists orchestration-pass carries today).
  2. Macro residue → program-tending. Amend its body to own: (a) the goal-measurement rollup, and (b) the GitHub Project reconcile orchestration-pass runs today. Access gate: program-tending's 2026-10-28 run reported the Projects board unreadable (gh token lacks read:project scope) while orchestration-pass reconciles successfully — verify program-tending can execute the reconcile through the same access path before this duty moves; if it cannot, the reconcile stays with orchestration-pass and retirement waits.
  3. Evidence runs. One evidenced run of each receiving job carrying its new duties (log lines naming the residue outputs).
  4. Retire. Only after steps 1–3: disable orchestration-pass (disable, never delete — rollback is re-enabling it), and update the fleet-watchdog roster in the same pass.
  5. Gap watch. The two daily token check-ins following retirement confirm no triage gap: the needsDrew/needsOrchestrator carry lists still produced (by stewardship-cycle), project reconcile still applied, no duty from the Fold orchestration-pass into Tend (stewardship-cycle + program-tending); retire the hourly pass #2136 map unowned. Report the result on Fold orchestration-pass into Tend (stewardship-cycle + program-tending); retire the hourly pass #2136.

    • Expectation: done — verdict below, implementation packet enqueued as queue task 3811.

Triage verdict — CONFIRMED, sequence stands as written.

Verified against live job definitions on 2026-10-30 (~04:45Z), read-only:

    • orchestration-pass: enabled, hourly, last run Thu 2026-10-29 23:25 CDT succeeded. Its body still carries the residue duties (needsDrew/needsOrchestrator classification + carry lists, goal measurement, Project Bump build/buck/preludes/buck2-prelude from 3a02ea3 to 9530656 #4 reconcile as single writer, code#910 Stage 4).
    • stewardship-cycle: enabled, hourly, last run 2026-10-29 23:38 CDT succeeded. Its body owns quota/model routing, the stalled-agenda sweep and dispatch — it does not yet name cross-queue priority calls, stuck-work escalation decisions, or the needsDrew/needsOrchestrator carry lists.
    • program-tending: enabled, daily 09:12 CDT, last run 2026-10-29 09:32 CDT succeeded. Its instruction owns epics audit, roadmap coherence, Projects board hygiene and stalled-PR check-ins — it does not yet own the goal-measurement rollup or the Project reconcile.

So no receiving body carries the residue yet, and the five-step gated order in the issue body is the right routing: amend stewardship-cycle → amend program-tending → evidence runs → disable (never delete) orchestration-pass + watchdog roster → two-check-in gap watch.

Access-gate risk — real and unresolved, kept as a hard gate in the follow-up packet: program-tending's 2026-10-28 run reported the Projects board unreadable (gh token lacks read:project) while orchestration-pass reconciles successfully through its own project-token access path. The reconcile duty must not move — and retirement must wait — until program-tending is verified executing the reconcile through the same access path. The follow-up packet states this explicitly in its acceptance criteria; if the gate fails, the reconcile stays with orchestration-pass and the implementer records that on this issue instead of retiring the pass.

No fold or retirement was performed in this triage task, per packet scope. Labels: claim labels removed; queue/queued restored because the implementation task (3811) is now queued for this issue.

    state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 30 (priority/none). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.
