build(id): worker_poc_reference test still includes examples/tic-tac-toe after df3f836e moved it to apps/ (breaks toplevel build at main) #4111

Sixth breakage in the #3720 fold chain, found by the fold switch itself (2026-11-01 19:2x CST): the toplevel build of the laptop's id service derivation failed in checkPhase:

error: couldn't read `tests/../examples/tic-tac-toe/tic-tac-toe.wasm`: No such file or directory
error: could not compile `id` (test "worker_poc_reference")

Root cause: df3f836e (#3926, packaging tic-tac-toe as the first apps/ folder) moved the example from examples/tic-tac-toe/ to apps/tic-tac-toe/program/ and updated the include_bytes! sites in src/sandbox.rs, but missed:

• tests/worker_poc_reference.rs:26 — include_bytes!("../examples/tic-tac-toe/tic-tac-toe.wasm") (compile-time; breaks the test build)
• worker-poc/compare/isolate-runner.mjs:31 — "../../examples/tic-tac-toe/tic-tac-toe.wasm" (same stale path in the compare runner)

The move target apps/tic-tac-toe/program/tic-tac-toe.wasm exists. The stale test path survived because the branch that fixed #4015/#4047/#4073 (PR #4027) forked before df3f836e landed; the combination was first compiled by the fold switch's toplevel build. Fix = point both references at the apps/ location. Blocks the #3720 fold switch.
