Superseded without merge or publication. CI and all three hosted platforms passed for d33064a; review identified two final corrections: preserve provider-gated Cursor key forwarding at the reusable-workflow call and align the historical SDD decision paragraph with the central coordinator. A fresh unpublished attempt will include those corrections and repeat the final gates. Operation c8ac4e53-427a-471b-8ebb-c2577d7a9e7b and its immutable source remain unchanged for audit.

Both actionable findings have been delivered through accepted production promotion #668 at 9e505f5. Commit 4b72ffc preserves Cursor provider gating at the caller Secret grant and initial environment, with four reproduced callback regressions, and aligns the historical decision record with the accepted coordinator. The 397 affected tests and final CI/platform gates passed. This superseded PR retains its immutable source; historical threads can now be resolved against the replacement delivery.
